Ambassador Anne Derse opening remarks at the Civil Society Roundtable “The Challenges of Engaged Citizenry at the Municipal level” in Agjabedi

I am very pleased to meet with all of you today. I always look for and thoroughly enjoy opportunities to visit the regions. I am particularly happy to have the chance to visit the municipality of Periogullar.
This Civic Engagement Grant is an important activity under USAID’s Civil Society Project. The primary purpose is to increase citizen participation in the affairs of municipalities. This in turn, leads to increased municipal government engagement, transparency and accountability.
Although the institution of local self-government is still in the early stages of development in Azerbaijan, municipalities can nonetheless make a decisive difference in the lives of Azerbaijani citizens. Municipalities meet citizens’ needs through the provision of public goods and services, while serving as an important vehicle for democratic governance.
You are all involved in work that is extremely important to Azerbaijan’s democratic development. An informed, active civil society is the hallmark of a healthy democracy and necessary for a successful municipality.
We want you to know that we are aware of the challenges involved in the historic efforts you are engaged in to promote a vibrant and robust network of civil society institutions. I look forward to hearing your thoughts on the challenges of creating an engaged citizenry here in Periogullar and throughout Azerbaijani municipalities.
